Open File - Security Warning : Allow or Prevent to Unblock File

This tutorial will only allow or prevent user from being able to "Unblock" a file. It won't help for what you want.

Instead, you could create an elevated shortcut of the "ShiftOff.exe" file using the tutorial below, and place the elevated shortcut in your Startup folder to be able to run it elevated at startup.

I see the same thing, but it's most likely just a mistake since "Not configured" allows to unblock.

Correct. I see the same wording as your Group Policy screenshot.

It will not prevent with "Not Configured" though.
