The most typical reason for your error message is that the Windows is upgraded. An upgraded Windows cannot be sysprepped.

This means that if you have for instance in-place upgraded Vista to Seven, or using Anytime Upgrade upgraded for instance a Home Premium to Ultimate, you cannot sysprep. Notice that a repair install is also an upgrade install, so if you have ever done a repair install (= in-place upgrade to same edition), you cannot sysprep.

Easy to fix, but you have to do it as user SYSTEM. Can be be done by doing

1. start an elevated command pormpt
2. run: psexec -i -s regedit (this runs regedit as user system, otherwise you cannot modify the values mentioned in url above)
3. modify the 3 values (replace syswow64 by system32). Read carefully!! there's more to change
4. close the command prompt. Now try to sysprep. I attach psexec.exe

Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\Sysprep\Cleanup
Locate: Value Name {EC9FE15D-99DD-4FB9-90D5-5B56E42A0F80} Value Data C:\Windows\SysWOW64\iesysprep.dll,Sysprep_Cleanup_IE

Mine was a fresh install, not an upgrade.

I have never done a repair install on my current instance of Win7

Did you already do #490 ? Or is it to difficult? Post registry key again afterwards. And try to sysprep after changing the 3 values

It's a command prompt with admin rights Elevated Command Prompt

Assuming this works when sysprep works it takes off and immediately does the deed -- is that correct? If so, I will want to do a backup before trying again.

Yes if you sysprep... sysprep does its job when pressing OK. Backup is always a good thing to do.
