You could check to see if your AV program may be blocking or causing an issue with them. You might also go ahead and post about this in the Software forum area for more specific help with this subject though.
tried all sorts of fixes and registry edits. None seem to stick. They say the values are added but upon reboot the .exe files are still the plain piece of paper. I'm almost certain there is still a virus but i cannot run MBAM installation as it is an .exe file extension.

Well, the first thing we need to do is to help make sure that your system is clean. If you like, you could create a bootable USB with Windows Defender Offline on another 64-bit computer to use to scan your computer with at boot.

By mistake, I selected all .exe files to always open with alcohol120%. I've seen downloads suggested to fix it but I can't even open the internet to try that because everything opens the alcohol program.

Are you able to download the .reg file for the EXE option in the tutorial on another computer, and copy it over to your computer to merge?
If not, then you could also do a system restore at boot using a restore point (if available) dated before you did this to undo it.

Are you able to do what's in the yellow TIP box under step 3 to hopefully be able to merge the .reg file for EXE afterwards.
If not, then be sure you are trying to do the system restore at boot instead of from within Windows 7.
