This does seem to be a catch-22 situation. In order to extract the fix, you need to have solved the problem for which you still need the fix.
Here is the .reg file of that fix.

I have tried many registry fixes and none of them are working. I have even gone into the open with menu, unchecked the make default option and then been able to boot one application but when I log off and log back on it resets and each application just opens notepad.
The Microsoft website gives a registry edit to implement, but it does not work. Another website gave a similar edit, but it also said that what is needed is the UserChoice tab in "HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts\.exe\"

Ok. This is happening only with the .exe file extension.
the best way to explain what is happening is like, the registry changes aren't sticking. I don't know what that would be called, but whenever I double click the registry edit you posted and microsoft told me to make, it tells me the changes have been applied, but when I go into regedit it shows no changes have been made.
