You seem to have some problems.
Best do a clean install after you manage to d/l the installation media.
When I saw that the links at Digital River were broken, I thought I was out of luck, but I did find a copy elsewhere.
A few points:
1. Most importantly, the hash checked out for the file I downloaded (Windows 7 Pro 64bit). I didn't expect it to, but it did.
2. This site was obviously written by someone in a hurry, or for whom English is not their primary language. I assumed the second, and didn't consider this an issue.
3. It's hosted outside the US, and threw some sort of generic flag when I used a site trustworthiness checker.
4. The download links are buttons (maybe Javascript? that's beyond me) that don't show the link on mouseover.
Basically I want to emphasize, do your own checksums. Don't skip it, don't assume this link will stay safe, don't assume that any of the other various downloads on the site are safe. Since my file was valid, I don't expect the site operator to suddenly start acting in bad faith, but *check*.

Again, for the file I downloaded, the checksum for the file, the checksum list I found, and the checksum list from two pages back in this thread all agreed, so I feel comfortable using it.
If there's any reason I shouldn't feel ok with using this .iso, please let me know asap. I'm building my first system tomorrow. It's only going to be a gaming rig, so a wipe and some game account password changes is the worst remedy I expect if something goes terribly wrong, but still. :P

Thanks Keiran for reminding those who are now being forced to Torrents and into the arms of pirates how to take the extra precautions necessary. I argued this in an open appeal to MS yesterday on our internal communications channel.
I suppose we can also suggest they borrow a friend's Win7 with SP1 DVD, extract the ISO using ImgBurn, to unlock all versions if needed with eicfg removal tool and/or burn another copy at 4x speed or write to flash stick using UltraISO Software To Create Bootable USB Flash Drive which isn't as fussy about ISO source as the Download Tool.
Perhaps some will share their ISO download via private message to those legitimately in need using a file sharing service like OneDrive.

He has an HP with the HP install, but does have a COA and Product Key. He entered the key at the software-recovery link and was rebuffed.

So if I have got this right after a thorough read of this tutorial I can only use a RETAIL disk to use the ie.cfg removal tool I cannot use it with say an OEM disk? My issue is that I rarely buy retail as I have a few machines and each is a separate entity, plus I have bought OEM's for family and friends too.
In other words if I were to buy a retail edition I could use it to reinstall all of my machines? as long as I use that tool.
I have to say that now the price out here at least is leapfrogging for Windows software it is very disappointing that the Heidcoc site has gone down. I should have saved the ISO's while they were available but knowing that Microsoft have probably scotched that avenue already it seems to me they are back on the greed trail.
You can use ei.cfg Removal Tool on any ISO to unlock all versions.
There is no difference between OEM and retail disks starting with Vista - they are all the same with certain versions hidden.
Only the Key determines which version will activate.
