    I must admit that I'm not sure why it doesn't do anything at all when you run/open the .vbs file itself extracted from the downloaded ZIP if you're logged in to an administrator account with UAC set to default.

    Normally, you should:

    1) Get a UAC prompt to click on Yes.

    2) A "Create Manual System Restore Point" dialog opens for you to type a description you want, and click on OK.

    3) A successfully created dialog opens soon afterwards to let you know the restore point was created.

    ill start over, link me what i need to completely remove it and then link me again to put it back.
    maybe it's possible i didn't completely remove it the first time.
    (i remember when i tried to remove it it did not remove the create restore in the right click content menu, maybe didn't restart or something)(i used reg file to put it in and remove it last time)

    You can use Option Two on the first page to remove the one here for W7.

    Step 3 below will remove the newer version from W10.

    Before i do remember im on Windows 8.1 so should i try windows 7 method or windows 10 method?

    If you like, you could create a "System Protection" shortcut to use to at least make it easier to manually create a restore point as needed.
