It's not a virus or malware. Oceanis is perfectly safe to use. I scanned it thoroughly before recommending and attaching it in the tutorial for download.
You are getting a false positive from your antivirus program. Do you have a option in your antivirus program to white list this program, or add it to some sort of safe program list to allow it to run?
You might also check the items in the yellow TIP box at the top of the tutorial for the black screen to see if that may be able to help.

THANKS, TO BE HONEST WITH ALL THE FUSS ABOUT THE WALLPAPER IN WINDOWS7 STARTER EDITION, I THINK I WILL JUST STICK TO MY BLACK BACKGROUND.

Be sure to check the items in the yellow TIP box at the top of the tutorial about the black screen to see if it may be something that simple to fix it though. :)

No, only the Windows 7 Starter edition. Windows 7 Home Basic has the change desktop background feature included in it.

I'm sorry, I was not aware that the Windows 7 Home Basic edition does not have the Personalization option either, and will only allow you to change the desktop background by right clicking on a image and clicking on Set as desktop background.
I just tested the Oceanis program in Windows 7 Home Basic, and it works perfectly fine in it. You should be able to use it with no problem. :)
