Thanks! this seemed to work and I have the program installed BUT the wallpaper change only lasts for a couple of seconds and then it changes back to the default. I think I saw a post about this so I'll check the other pages

That's good news so far.
Check the items in the yellow TIP box at the top of this tutorial to see if that may be the issue.
Why i cant see da wallpaper.. it was blocked by a colored blue wallpaper... NOw i can only see is the plain colored blue wallpaper... But sometimes, when my computer hangs or a while, i can see the the wallpaper that i intended to put...

Double check the items in the yellow TIP box at the top of the tutorial on the first page to see if any of them may be the issue.
This also sounds familiar with the issue you had in your first post at the link below. You might check to see if it may be related to that as well.

Solved:
For those of you that are reporting that the background color covers the wallpaper and allowing just a blink of the image or just seeing a black screen and you have checked the ease of access, try this.
I experienced the same issue, I believe this is caused the 'activate license' background overwrite. Even once activated it will continue to place the background color over the background image. Go to Control Panel > Display > Change color scheme. Switch the theme to windows classic and apply. Now switch back to Windows 7 Basic theme and apply. You should now be able to see the backgrounds by essentially resetting the theme.
