Hello, I recently had a laptop and it runs with Windows 7 Starter and after like days of purchasing it I found out that I can't change my wallpaper. And I'm planning to download this Oceanis wallpaper changer that I found in this forum. Is it 100% safe to use and can I guarantee that it won't damage my laptop? Thanks. AND OH! Can it also change themes? Thanks again!

Sorry, it will only change the desktop background, and allow a desktop slideshow if you like. No theme changing.

Yes, it's 100% safe to use. If for some reason it will not run properly for you due to something interfering with it, then you could just uninstall it with no issues. :)
Thanks for a great little program, installed and running with no issues except for a warning re the following file. Can you please advise why this might be seen as a threat.

It's just a false positive since Oceanis modifies system files to allow the background image. What security program is giving you that warning?
Use AVG free which has served me well for many years......
