Need help to uninstall, so that I can reinstall and fix issues

I purchased a Toshiba notebook with Windows 7 starter on it. I realized I could not change my background and called Toshiba tech support. They reffered me here. I installed Oceanis Change Background Windows 7. I got it up and running and everything. I went to try to change my background for a second time and this is where I ran into my problem. It said that the file no longer existed. I have gone into my hard drive and found the program. I am unable to do anything with it. I have tried uninstalling so I could reinstall and i get the following error message: Unable to execute file in the temporary directory. Setup aborted. Error 6: The handle is invalid. When I try to reinstall to try and fix this I get: An error occured while trying to replace exsisting file: DeleteFile failed; code 5. Access is denied. Any help with uninstalling so I can reinstall to fix this would be much appreciated. I like what this program does just not that it is failing on a brand new computer.

Hello Eliot, and welcome to Seven Forums.

Do you have UAC turned on at least to the default level? Try it with UAC off and on to see if it may work in either mode.

    HI brink...

I have purchased a toshiba satellite laptop a month ago...with w7 OS a month ago..along with it is this oceanis software...I have been able to change my background for 3 weeks now (im using w7 OS which is not yet activated)... but by the time that i activate my windows, my wallpaper turned black...
[im new to all of this technical terms, sorry =(]

I have already tried this steps:
    1. I tried to restart my comp...at first, the background appeared but when its time for the icons and the gadgets to appear, the wallpaper turned black again...
    2. I tried to run regedit (suggested by foe) in HKCU/desktop/wallpaper and changed the value to %windir%\web\wallpaper\windows\img0.jpg .... but it didnt work..
    3. I tried uninstalling and reinstalling the Oceanis but still, i got the same problem...
    4. I tried to run the command prompt sfc /scannow
    5. I opened control panel>ease of acces and checked the remove background images and turn off unnecessary animations...

please...its still not working....have i done something wrong??? any more suggestions???

Hello Lenz, and welcome to Seven Forums.

You might make sure that the Remove background images (where available) option is unchecked ib the Ease of Access Center instead.

(Going on google and trying to set pictures as desktop pictures or personalizing it on my control panel) And so I downloaded it, and it will not open because it says i have to restart the computer. Hello hlpmecmptGEEKS, and welcome to Seven Forums.

What edition of Windows 7 do you have? This program will not work on any other edition of Windows 7 except the Starter edition.

If you do have the Starter edition, then as a test create another administrator account to see if you can select a saved wallpaper from within the program as described in the tutorial to change it.
