Are you able to enable the built-in Administrator account using OPTION ONE instead?
If you are logged into an adminstrator account, and used "run as administrator" on the command prompt shortcut, then you might try again to see if maybe you made a typo by mistake. You should not get a permission denied message unless you are not in a elevated command prompt.
If the above does not work, then you might see if you can afterwards after you run a sfc /scannow command. If you still cannot, then you might consider doing a repair install.
Didn't there used to be an option where it could be doone via WinRE?
If so, please put it on.

You can run the command to enable the built-in Administrator account from the command prompt option from WinRE. (see OPTION TWO below)

TwoDogs have everythings fine with his computer. I have the same problem its on freshly installed Windows 7 Home Premium (x64 PL legal) it doesnt have files: gpedit.msc, lusrmgr.msc and the option 2 doesnt work too. Neither W7 Starter or W7 HP do not have it. I have Asus notebook and ive installed Asus SmartLogon program witch make able to logon by camera, unfortunalty beside the camera face window theres new account called: SmartLogon.
First try:
Ive trided by run>mmc> File>Add/Remove addon >
there is users and local groups but when i try to use it windows says to me thet its Home Premium Eition and this addon cannot be used.
Second try:
by run>gpedit.msc
file does not exist
Third try:
by run> lusrmgr.msc
it opens !! but in the middle window there is same text as in first try.
Forth try:
by all program>accesories> command line (right click - run as administrator, for shure im at administrator account) > net user /?
then i see:

(there is no /acitve option) but try to do it by writing:
net user SmartLogon /active:no
then i see this again:

Fifth try:
by control panel > user accaunts > manage other accaunts >
there is no SmartLogon (??)
tell me plz is there any other option to disable/enable or hide accaunts ?
if not fully legal my there is posibliity to add/modify some files like gpedit.msc or lusrmgr.msc ??

Are you logged in a adminsitrator account?
Be sure that you right clicked on the command prompt shortcut and clicked on Run as administrator so that it is a elevated command prompt that you are using.
