Hope this helps,

Can't do system restore, too much time has passed and besided I've got tons of prgrams installed since then.
I changed permissions because some old programs to change logon screen suddenly stopped working.
Then I was unable to change the back... it's a mess.
But, where is that Gillian Anderson image ??
I have deleted all images from oobe folder(s) and I still get Gillian !!
Is there another location for those logon screens?

I'm not certain why you still have it, but if you have a retail Windows 7, you can also do a repair install to fix this without losing anything.

Well, I don't want to do a repair install.
If I wanna repair something, I'll do a complete full fresh install.
But, don;t have the time right now, lots of work, lots of programs to re-install...
I just wanna change that logon screen.

Later update: wanna hear something funny?!
I have used the Use_Default_Log_On_Screen.reg file, restarted, Gillian Anderson is still there!!
And I checked, the registry settings are indeed changed (0) and deleted (UseOEMBackground).

You might give the program a try to change the log on screen with to see if it may be able to without having the ever persistant Gillian.

As for the permission issues, I'm not sure you may be able to fix it without a repair or clean install easily unless you know exactly what all you changed to change it back to default. You would not have to reinstall any programs doing a repair install though. Plus, it will usually not take to long to do, but a lot quicker than a clean install.

Right now, no program forchanging the logon screen is working.
Either permissions denied or some other error.
I have tried 4-5 programs and none is working.

Wow, you might right click on the program shortcut and click on "Run as administrator" to see if that may make any difference since it may be a permissions issue.

Come on, I already tried that.
I was asking where is that Gillian Anderson image?
Another folder, another type of file, some sort of backup ??
Why isn't it going away, even after puting other images in oobe folders, even after disabling custom logon ??

Well, I don't what you did or didn't do, so I have to ask to verify if you did or not.

The only thing I can think of is that something was messed up when you changed the permissions, and that is why it's not changing. It tends to lean towards that even more when the programs cannot change it as well with a access denied type error.

Unless you know exactly what all permissions that you changed for every file that you changed so that you can change them back to the default settings, I can only recommend a repair install to fix it without losing anything.

I don't know and I can't change permissions. It doesn't bother me with almost anything else (except new video driver).
Why am I still seeing Gillian Anderson, even after deleting all files and changing registry settings?

The problem is that you made some changes other than what was in the tutorial, so it's pretty much a guess as to what you may have changed that is affecting this.

Do you think that you may have changed and replaced the C:\Windows\System32\oobe\background.bmp file with that image with the same name?

Other than this, I can only recommend a repair install has the fastest and easiest way of fixing this without you losing anything.
