Could you ZIP the wav file, and upload and attach it here so that I can give it a try on my system to see what may be wrong?
In the mean time, double check through each step to make sure everything was followed exactly in case a mistake may have been made.

I changed the imageres.dll file as instructed and also played the 1033 file with resource hacker and found that the sound had indeed changed. But, still it is not playing at start up. pl help me solve this

Double check the note under step 12 to make sure that your .wav file is unblocked, and you might try the tutorial with the .wav file in the C:\Windows\Media folder instead.
When you were doing steps 17 to 24, double check to make sure that you have the correct drive letter at step 20.

I spent 2 hours trying Brinks way, multiple times, and never got it to work. I decided to try Heiji's way and the first time I restart my computer...
I come to a black screen that says Windows 7, has shutdown options and assisted access options (on-screen keyboard, etc.) and THAT'S IT.
I wouldn't call myself a computer whiz, I do know my way around PC's and am fairly savvy at using them. It is hard to look back and see that by changing a file's name has now blocked all access to my computer (~500gigs of stuff for school, projects, entertainment and more).
I've tried every option within boot menu and none of the safe modes take me anywhere. My computer is now royally f-ed.
I suggest you remove Heiji's post before someone else does this as well.

That's what I was afraid of, and why I placed a warning in that post. His post has been removed now.
You might see if you may be able to do a system restore at boot using a restore point dated before you did this to undo it.
If you did not have system protection on or do not have a restore point, then you might see if running a sfc /scannow command at boot may be able to repair the system file.
Now for trying to get what is in the tutorial to work for you. :)
Do you have SP1 installed?
I've had others report that they were not able to some other tutorials here that involved Resource Hacker until they either installed SP1, or turned off a Windows Feature (ex: Windows Gadget Platform), restart the computer, and turned back on the Windows Feature again.

I talked with my brother who is more knowledgeable with PC's than me and I'm going to try his suggestion of creating a boot disk and booting my system through that.
After spending so much time trying to change that darn startup noise, during that process I did create a restore point which I hope to access once my computer is functioning again.
SP1 is short for Service Pack 1? I'm not sure if I have it, I have been fairly good at staying on top of updates for my drivers so I'm assuming I would of gotten SP1 at some point. But there is a decent chance that I didn't so I'll check that once things are up and running again.
Yeah, SP1 = Service Pack 1. If you have installed all of your Windows Updates, then you should have it installed then.
If you like, you can check by opening About Windows (winver) to see if "Service Pack 1" is in the "Version" description or not.
