I tried the solutions in Brink's tutorial on a Windows 8.1 system, attempting to make the computer HIPAA compliant and setting the Account Lockout Threshold to 4 invalid attempts.
I was unable to locate the Local Group Policy application, so I tried to use the command line "Net Accounts" solution - option #3. The result of this effort returns an error code 5 when trying to apply a command to set the threshold to 5 invalid login attempts before locking-out the account from login.
Is there a mistake in listing the solution as compliant with Windows 8.1?

It sounds like you may not have opened an "elevated" command prompt to run the command in.

Thanks to Brink, I was able to complete the setup of Account Lockout. The issue did turn out to be getting into the elevated command mode in Windows 8.1, as he indicated. Many Thanks....
