Yes, Microsoft should rewrite that page, it's confusing.
Download 1 & 2, install 2 (Virtual PC) first, then install 1 (XP Mode). If your computer supports haedware virtualization, you do not need to download 3, it's only to be installed when computer does not support hw-virtualization.
