Welcome to SevenForums. Try accessing the bios and check the virtualization settings. You don't say in your system specs what brand it is, but try the F2 key during boot.

Hopefully you mean server 2008 R2 - Hyper-V is (until Windows 8) server-only. VirtualPC is the virtualization software from Microsoft designed to run on Windows 7 client OSes.
