Boot the computer to clean boot mode and see if the issue persists:
Clean Boot
================
1. Click the Start Button type "msconfig" (without quotation marks) in the Start Search box, and then press Enter.
2. Click the "Services" tab, check the "Hide All Microsoft Services" box and click "Disable All" (if it is not gray).
3. Click the "Startup" tab, click "Disable All" and click "OK".
Then, restart the computer.
If the issue persists, test the problem in a new account:
1. Click the Start button, click Control Panel.
2. Click User Accounts->User Accounts.
3. Click "Manager another account" and click "Create a new account".
4. Input the user name, select "Computer administrator" as the desired account type, and then click "Create Account".
5. Restart your computer and log on as the new created user account.
