    Freeze Desktop

Is there a way to freeze the icons on the desktop so that they are not moved all to the left side of the screen upon a reboot after a power button shutdown?

Right click on desktop>View>Uncheck Auto Arrange Icons.

That doesn't prevent them from rearranging on a bad shutdown. I mean a shutdown where I have to hold the power off button for 5 seconds. I shut down this way sometimes because the Windows Explore becomes "not responding" and there is no other way to reboot.

When windows explorer stops responding, just open task manager by pressing Ctrl+Shift+Esc. Then go to Processes tab and kill explorer.exe. Then click on File>new Task(Run) and type explorer and press Enter. You will get your explorer.exe back.
