This is because there really isn't a deactivation until the hardware signature is overwritten in MS activation computers with a newer one. The key moment should come during activation robocall when it asks how many machines the key is installed upon, and you must answer one. This gives them authorization to deactivate on previous hardware signatures and lock the key now to the new signature, represented by the series of numbers.

You don't say if phone activation worked, but I bet it did. They only want to make sure that the correct hardware is now locked to that key.
