I have a friend who works for M$ on the Office Development Team. They really do not care about piracy in the private sectors. They do enough to stop "casual piracy" to save face for their investors and to make it look like they care in general, but that's about it.
There bread and butter (the real money) comes from there corporate customers, government, schools (public/collages) etc who will not risk pirating because the BSA and organizations who do software audits etc on the behalf of companies like Micro$oft.
This forum does not condone it either of course - the OP was already questioned about why he wants to avoid the update
I do have a legal, paid for Windows 7 license and I have WAT svcs disabled. My reasoning is because I had to reinstall in the past and my key was not accepted and I got the dreaded "This copy of Windows is not valid". This was after Windows had been running activated for several weeks just fine. I tried to go through the MS hoops to get a phone number to call but the info would not display.
During this time I also had to replace my graphics card, while still not activated. Strange, I waited a few days, tried my key again and this time it was fine. All activated and proper now.
Since then I have again replaced the graphics card and Windows did not complain.
I don't really think disabling the WAT or not updating it will prevent an illegal copy from being detected anyway.

After installing SP1 seems clearly that KB971033 is not included in the list since it is not installed with SP1.
