Since you are using ESET, then a couple more steps may be necessary.
See following:
If ESET Smart Security 5 Beta, that's the root for this kind of problems. This can be done only by open "Advanced Setup" (or simply push F5 button), then under "Web and email", go to "Protocol Filtering" and simply untick the "Enable application protocol content filtering". Reenable after updates have completed.
Disabling personal firewall or web and email settings the in "Basic Setup" does NOT disable protocol filtering.
Lately we have had a number of problems related to ESET which is normally a quite good product.
Done. Problem solved.

Maybe you should find a way to enter it in the Windows KB under the error message number, because that would be the first place to look after a fail message pops up.
I could solve the problem without the ESET 5 beta steps.
The first two resets were enough - the 3rd was not applicable to me, CMD said.

I've got a similar but slightly different problem: Windows Update seems to get stuck while trying to download the same update. The system update log reveals that it's unable to cash the update (error code 0x800f0816).
There's never any message that the update has failed from Window Update - it's just stuck downloading 0 % until I restart the system.
I've tried the course of action that worked for the OP without any improvement.
Perhaps it's different enough that I should start a new thread?
