Security Update for Windows 7 (KB2660649) fails installation

As the title states Security Update for Windows 7 (KB2660649) / Security Bulletin MS12-034 fails to install on my windows 7.... I have tried running the Microsoft FixIt! tool for windows updater problems and also have tried the System Update Readiness Tool for Windows 7 (KB947821) [February 2012] x86 to fix the problem but both say there's no problem to be reported.... I'm at a loss here... I've even went so far as to download the update from https://www.microsoft.com/en-us/down....aspx?id=29766 to try to install it separately from windows update since the updater was failing at 10% of a download before it even started the install of the update.... Any help of this problem would be greatly appreciated....

Error Code: 80073712 Windows Update encountered an unknown Error

Clicking the help link goes on to tell me basically that I need to rerun the OS setup to fix the problem is there any other solution than this as I really don't want to wait for an hour to re-install the OS then go though the update process again....

Edit 1: After some thought wouldn't running /sfc scannow fix the issue???

    It may help, at least.
Once done, please post a copy of your CBS.log file and your CheckSUR.log file - if they are too big, try zipping them. if still too big, upload them to a fileshare site, and post a link.

I ran the sfc /scannow and it did find errors which it repaired some of them but it couldn't fix them all so after a restart I tried once again to install the update in question and it failed yet again..... I also tried to find the files you mentions but I could only find 1 of them the CBS.log, I'm including a link to it hope it sheds some light about this....

You have a massive amount of corruption, almost all in .MUI files.
How many languages do you have installed?

Chinese (Simplified) Language Pack - Windows 7 (KB972813), Korean Language Pack - Windows 7 (KB972813), Chinese (Traditional) Language Pack - Windows 7 (KB972813), Thai Language Pack - Windows 7 (KB972813), Japanese Language Pack - Windows 7 (KB972813), with 29 still optional language packs..... the reason for the ones I have is for H-Games.....

Edit 1: Also by default I have english....

IIRC, there are something like 44 language packs available - if you have the other 15 installed, you may be overloading the system ( I know there is a limit - but I cannot remember where it is)
I would think about uninstalling a couple, and see if things improve. - possibly most effective would be the two Chinese packs?

well if I have the 15 others I didn't see them in the installed updates list but I'll give uninstalling them a try and post back....

Edit 1: I uninstalled all the 5 language packs that where installed on my comp, then I restarted the comp, now I'm in the process of uninstalling the display languages the 5 mentioned above so that I can reset my display language to the Default English.... I'll post more info once that's done.....
On a side note my comp has been set to use the Japanese display language for the past couple of months could that have been part of the problem, but I've never had any issues with windows updates till now, well other than the .Net 4 issues I fixed about a month ago....

Edit 2: I've also just noticed I've been using English (United Kingdom) for the language of non-unicode programs.... I've changed it to use English (United States) but that wont take affect till after a restart....

Edit 3: On a check of all the tab/options in the Region and Language settings I should be completely set back to the English (United States) after a reboot.... Sorry for so many edits I'm just trying to give all the info I can.....

Edit 4: After a reboot I ran both CCleaner and TuneUP Utilites to clean both the registry errors and the temp files.... now I'm gonna rerun the sfc /scannow and see what happens....

Edit 5: Check included screenshot.... It's what I got when I tried to run sfc /scannow....

Edit 6: Now sfc /scannow is running..... odd....

Edit 7: sfc completed.... check new attachment also am uploading new CBS.log in a .rar file.... Will reboot and try the same steps again will post results....

Edit 8: I reran the System Update Readiness Tool and I finally got the SUR.log file actually I got 2 different names but with Sur in the file names..... So I did a quick glance through 1 of them and it seems like I'm missing most every file it searches for so I'm left with having to do an Upgrade to reset windows back to its defaults so I can go through all the patches again to hopefully fix this.... I'm gonna upload all the files in a .rar so someone can look and see if maybe there is an option to fix this without having to do the Upgrade/re-install..... Again any help is appreciated....

SFC will not run with a pending update in the works - rebooting should clear that, and allow SFC to run (I assume that's what you did?)
There are a huge number of entries in the CheckSUR logs
    Summary:
    Seconds executed: 1913
    Found 2904 errors
CSI Missing Deployment Key Total count: 2732
CSI C Mark Deployment Missing Total count: 11
CSI Payload File Missing Total count: 158
CBS Watchlist Package Missing Total count: 3

As well as 163 errors in the CBS log - almost all .MUI files
If it was my machine, I'd be looking at at least a repair install, and possibly a reformat.
