Had the same problem today, telephone activation sorted it, hope I don't have to do it again, I must admit that I had done a few fresh installs over the last month but surely that's my business? I like a fresh system. Just MS protecting themselves I guss but it is a bit over the top. Will not do a fresh install for a month or 2 now and see if I am back on the trusted list :)
Why not make life easy for yourself and make an image/backup of your system?
That way you have system that is ready for use, with at least the updates that you had already installed, and in less than half the time.
I had windows 10 pro on the laptop and tried to install windows 7 pro, I do not have the license key handy. It gives the usual "Activate Windows" but when I try to do so, its just sending me in circles. I know win7 support died a long back, but then if that is the case, why would MSFT care about the activation? Any help?
Presently, activate Windows 7 requests a correct and proper procedure.
Update your Win 7 installation media
my present installation takes only latest five hotfixes (to be ok to activate)

After install the first two, have to re-start computer to continue next three. Otherwise, error/red warning on screen during my PC install.
I did activate Windows 7 Pro after fresh-install on an old desktop last weekend. no any problem.
