After the factory reset, if your windows 7 has SP1 or not, just go ahead with Upgrade process by entering the anytime upgrade key before you install any other software. I have tested the upgrade process on windows starter edition in VMWare with 1MB and it was successfully converted to HP and Ultimate. The Upgrade process is very simple and straightforward.
If your factory install is Windows Starter x86 edition and you have only 1MB of RAM, you better stick to x86. X64 needs atleast 4GB for satisfactory performance. Anyway, Windows Anytime Upgrade will not change the x86 to x64.
