Most 'Support' staff in most companies read stock answers off a script - if you veer off the script and they have no stock answer, then they will say whatever seems likely to give them commission on a sale
Think about it for a second or two - if what the HP girl said was correct, how do the many millions of home-builders' machines get activated? How do Upgrades get activated?
...and they want to charge twice the cost of the Full Retail OS, for a 5-minute repair, with a 5MB file (which they effectively use on every machine). Even replacing the CMOS chip - which it's possible could be required - would take a decent tech no more than an hour, and the chip itself costs pennies.
They're profiteering, I'm afraid.
