No apologies necessary as I have spent several weeks reading everything I could find & trying fixes that did not work. If not for you & Tom I'd still be going nuts & now I don't have to go it alone !

    everything there looks normal

What happens if you attempt to start the WAT service?
    In an Elevated Command Prompt:-

    NET START WatAdminSvc

The looks like it was from a normal user Command prompt, rather than an Admin one - please try again

Still looks like a normal user account CP window??

To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.

    That's better :)
(NET START command will always fail from User mode - and should pass from Admin Mode)

Now I have to work out why?

Please open Event Viewer and look at teh Windows logs.
Save the Application and System logs to your desktop, then zip them up and upload them to your public SkyDrive, or attach them to your reply here.
