    FAILURE TO CONFIGURE WINDOWS 7 SERVICE PACK 1 x-64: Error 0x80070490


    This has been an ongoing issue since my first attempt to configure it on 24 June 2011:
    It always reboots @ 10% during the configuration; restarts @ 7% configuring, then fails completely @ 10%.
    Error: ERROR_NOT_FOUND(0x80070490)


    STEP 1:
    Before attempting any fixes, this was the result after attempting to install Windows 7 Service Pack 1:

    STEP 2:
    Followed the error hyperlink (Troubleshoot problems installing Service Pack 1 (SP1) for Windows 7 and Windows Server 2008 R2) to Microsoft’s troubleshooting page where the following steps were outlined:
    (1) Run the System Update Readiness Tool
    >> Downloaded and ran “Windows6.1-KB947821-v14-x64” on 01 January 2012
    (2) Run a troubleshooter
    (3) Turn off security programs

    I followed these directions carefully and received the same error message after attempting to install and rebooting after each step.


    STEP 3:
    Conducted Google search on “Windows 7 Service Pack 1 unable to update” and found this forum/thread:

    Carefully reviewed the information given in #2 (Marsmimar’s suggestions on 24 Nov 2012) and performed the following:

    >STEP 3.1A:
    Performed a full scan with my updated anti-virus software (Norton 360).
    Results were negative.

    >STEP 3.1B:
    Installed Malwarebytes Anti-Malware Free and performed a full scan. Removed “PUM.Hijack.StartMenu.”

    >STEP 3.2A:
    Attempted to check for damaged or corrupt system files using the system file checker (SFC) in the elevated command prompt.
    Encountered difficulties due to the Windows Update tool settings.

    Modified Windows Update settings according to Microsoft Community’s directions in order to allow the SFC to run by:
    (a) changing the settings to allow automatic download, but let me choose whether to install them; and
    (b) running “services.msc” and changing the startup type from “automatic” to “manual” (for this process only).

    >STEP 3.2B:
    Performed a system file check scan using the Administrator Command Prompt “sfc /scannow.”
    This was the result: “Windows Resource Protection did not find any integrity violations.”

    Rebooted computer and attempted to install Windows 7 Service Pack 1 again. Configuration failed.

    >>Rebooted; installed Windows 7 Service Pack 1.
    >>Again, to no avail and with the same error code, the configuration failed @ 10%.

    >STEP 6.2:
    Followed “Windows Update Posting Instructions” Step 2.
    >>Result: “Windows Resource Protection did not find any integrity violations.”
    >>Rebooted; installed Windows 7 Service Pack 1.
    >>Again, to no avail and with the same error code, the configuration failed @ 10%.

    >STEP 6.3:
    Whined. Banged head against wall.
    Pleaded, begged, and bargained with the computer gods.

    Followed “Windows Update Posting Instructions” Steps 3 and 4.
    >>Unfortunately, I was unable to upload everything in the CBS folder to a single .zip file as this error message pops up:

    Your submission could not be processed because a security token was missing.
    If this occurred unexpectedly, please inform the administrator and describe the action you performed before you received this error.
    >>Result: Each cabinet is housed within its own .zip file, except for one which is contained in the TextDocs.zip file.

    >STEP 6.5:
    Followed “Windows Update Posting Instructions” Step5.
    >>Started this new thread in desperation and hope.

    Conventional wisdom is that you are likely to have to do a repair install of the OS before updating to SP1.
    Your CheckSUR log is clear
    Your CBS log is regenerating at a high rate - which is not a very good sign - but the SFC scan produced no errors found.
    I eventually found the SFC log in the CbsPersist_20130113214718.cab file - 180MB of data generated in less than 5 hours!

    With the length of time that you've had this issue, I really think that your best bet is to attempt a repair install first - if it works, then you should have no problems installing SP1, so long as you proceed with care.

    A few questions first - partly to see whether we can isolate the cause, and partly to ensure that a repair install goes smoothly.

    1) What Anti-Virus is currently installed? - what other AV's have EVER been installed on this machine? (including any installed by the manufacturer)
    2) What other security software is installed?
    3) Are you still getting other updates through Windows update? - if not, when were the last ones successfully installed (other than MSE definition updates, if installed)

    Hi, Noel.

    Thank you so much for responding so quickly. Here are the answers to your questions:

    (1) Norton 360 is my anti-virus program; it’s the only AV I’ve run on this laptop until yesterday when I installed trial versions of second opinion software Malwarebytes Anti-Malware, HitmanPro, & SUPERAntispyware. I don’t remember if there were any other AV programs installed when I bought this laptop. However, I seem to recall removing AVG and McAfee @ one point, though I can’t recall if it was on this laptop or another one.

    (2) Other than what is provided in (1) above, no other security software has been or is installed.

    (3) Yes, many other updates come through just fine. However, after reviewing my update history, it’s evident that severe problems with updating began in May 2011 as a litany of security updates and Windows 7 updates all failed. Since then, the failed updates have been peppered with successful updates. (I’m not sure this will help, but I’ve attached screen shots of the update history for your review.)
