When I tried to do an SFC scan per the instructions - I get the message "Windows Resource Protection could not start the repair service". I noticed it said c:/Windows/system32 when I am running 64-bit. Not sure that matters.
    That's normal :)

It looks to me as if your COMPONENTS registry hive is corrupted -
    Code:

2012-04-04 15:16:31, Info CBS Loaded Servicing Stack v6.1.7601.17592 with Core: C:\Windows\winsxs\amd64_microsoft-windows-servicingstack_31bf3856ad364e35_6.1.7601.17592_none_672ce6c3de2cb17f\cbscore.dll
2012-04-04 15:16:31, Info CBS Failed to load the COMPONENTS hive from 'C:\Windows\System32\config\COMPONENTS' into registry key 'HKLM\COMPONENTS'. [HRESULT = 0x800703f9 - ERROR_NOT_REGISTRY_FILE]
    2012-04-04 15:16:31, Info CBS Failed to load WCP DLL. [HRESULT = 0x800703f9 - ERROR_NOT_REGISTRY_FILE]
    2012-04-04 15:16:31, Info CBS Failed to initialize the Core DLL: C:\Windows\winsxs\amd64_microsoft-windows-servicingstack_31bf3856ad364e35_6.1.7601.17592_none_672ce6c3de2cb17f\cbscore.dll [HRESULT = 0x800703f9 - ERROR_NOT_REGISTRY_FILE]
    2012-04-04 15:16:31, Info CBS Failed to initialize CBS Core. [HRESULT = 0x800703f9 - ERROR_NOT_REGISTRY_FILE]
Please run the following commands and post the results....

    DIR C:\Windows\System32\config\COMPONENTS.*
    DIR C:\Windows\System32\config\COMPONENTS.* /AH
    ATTRIB C:\Windows\System32\config\COMPONENTS.*
    ICACLS C:\Windows\System32\config\COMPONENTS.*

It may give a clue as to how bad the corruption is.

The 'components' file hasn't been updated since early last year - and it should be updated at least at every boot.

I think you are going to have to do a repair install to fix this.
