That error is usually caused by not running the Command Prompt as Admin. (i.e. in normal rather than Elevated)
Please try again. I've tested it here, and it works.

yes UAC is set "never notify"
prompt opens to C:\Windows\System32 and not C:\Users\(user name) as the default command prompt without administrator rights.

Ah - I think I know what's wrong - and it's my fault...
Please delete the current wow64.reg file and the ch4aa.zip file -
download the ch4ab.zip file and extract the new wow64.reg file and try with that.
(I forgot that I'd renamed the Hive in the VM I was using!)

Hmm - I half-expected that
we'll have to do it the long way.
Please copy the C:\Windows\System32\config\COMPONENTS file to your desktop, and compress it.
Then upload the compressed file to your favourite fileshare site (SkyDrive will do nicely - but isn't required) - post a link to it in your reply.
I'll have to load it and see if I can find the error myself.

Please open an Elevated Command Prompt, and run the following commands....
