I *know* I replied to this a couple of days ago! ... the way my connection has been behaving, it musta go lost in the post
My problem was fixed by a reboot and a (temporarily) stable connection - nothing more :)

This is a network issue.Set your dns servers to google dns and update
it's true network issue? i didn't change my connection at all, from first i update till now, sigh ...

Please post an IPCONFIG output - it may show some details
Open an Elevated Command Prompt
run the following commands and post the results.
IPCONFIG /ALL
NETSH WINSOCK RESET
(post the results, then reboot and try Windows Update again)
Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

Interesting - you're using a HSPA connection all the time?
A default Gateway with an IP of 192.168.98.28 is rather unusual - but it may just be a quirk of your ISP - but there are some other rather strange settings that I don't understand there.
DHCP is enabled - but the Subnet mask is 255.255.255.255 which implies a fixed IP
(and there's a distinct possibility I'm misreading it!)
Either way I would recommend adding alternative DNS servers to the connection - either Google's or someone else's. I've found that the mobile ISP's servers tend to be flaky at best.
I'll see if I can get someone else to give an opinion.
