Cannot install daylight saving time patch KB979306 for Windows 7

I am running Windows 7 Home Premium on a Dell desktop. I need to install a patch for the new daylight saving time laws. I downloaded the KB979306 patch for 64-bit system from this site:

Download Update for Windows 7 for x64-based Systems (KB979306) from Official Microsoft Download Center

When I try to install it pops up this message: "The update is not applicable to your computer"

    What am I missing?

That patch is over two years old - and is probably already installed.
What does Windows Update say you need to install?

It does not say what I need to install, it just pops up a message ""The update is not applicable to your computer". My Windows is 64-bit so I believe I have the correct update package. The Daylight Saving Time on my computer begins on Sunday, April 07, 2013. That's according to the old law. I need to update it for the new law.

When was the law changed? What country?
It takes time to push any update through the system, even one as simple as a Time Zone - and it may be that you have the old time zone set in your options
Please post an MGADiag report - it will at least tell us what the current settings are.

Ignore errors produced when clicking on the Copy button - they simply mean that the tool could not create the backup files for some reason. The data is still copied to the clipboard for pasting to your response.
