The XCOPY action worked fine in Repair mode.

Here are the results of the other 3 commands:

    DIR C:\Windows\System\Wininet.dll

Should I have been using "System32" instead of "System"?

I also attempted to run the ServiceRepair tool again, and am now getting a new error:

    ServicesRepair_x64.exe - System Error

The program can't start because iertutil.dll is missing from your computer. Try reinstalling the program to fix this problem.

I'll deal with that one tomorrow when I'm more awake (hopefully)

    Hmmm

SFC can cope with this one on my machine...

in an Elevated Command Prompt, run

    SFC /scanfile=c:\windows\system32\iertutil.dll
    DIR C:\Windows\system32\iert*.* /S

    post the results

There seems to be something completely blocking the attempt at a /scanfile - there's no mention of it in the CBS log, and the SFC log is clean.
It's as if IE 9 has been uninstalled.
    ....
    I wonder...
Please open Control Panel > Programs & Features > Turn Windows features on and off
Wait for the panel to fill (it can take a minute or three)
Third in the list should be Internet Explorer
    What version number shows?
Is it ticked? If not, please tick it
    Click OK
(wait for the install to complete if necessary)

    Click on View Installed Updates
Is Internet Explorer listed there? (which version?) (note - it may be listed as 'Windows Internet Explorer')

How to reinstall or repair Internet Explorer in Windows 7, Windows Vista, and Windows XP applies - please try the repair install using Method 1 then if that fails, Method 2 - ignore the other methods. Ignore the Fixit for the moment.

    1. IE version number is "Internet Explorer 9"

    2. The box is already checked, so there was nothing to do here

    3. "Windows Internet Explorer 9" does display under the Installed Updates section

    4. Attempting the repair method 1/method 2 now...

I didn't encounter any errors with Method #1, which reset my IE settings. IE9 seems to work fine for the most part, but I'm still having the issue where if I right-click a link and select "Open in new tab", the new tab opens up, the website name appears on the tab (Yahoo.com, Google.com, etc.), but the page never actually loads.

Other than that, IE seems to be working normally, so I'm not sure if I should try Method #2...
