Re-installed windows 7 and windows update will not work properly

Since I re-installed my Windows 7 last week, Windows Update would not work. When I got to the section to check for updates, there is a red shield with an 'x' in it. When i click the button that says "check for updates" I get a message saying "Windows Update cannot check for updates because the service is not running. you may need to restart your computer." The computer has been restarted several times with no change. When I check services in administrative tools, it says that the service is running. I have run the the update readiness tool, but this did not run properly, the message "Installer Encountered an error: 0xc8000247" appeared <1min after starting.

Interestingly, I tried reinstalling windows last week in effort to solve this same problem. I thought I may have done something wrong when I reinstalled it in February and windows update would not work. At that time I used the fixit that has the tag: This troubleshooter: "Automatically diagnose and fix common problems with Windows Update" may automatically fix your problem. File name: MicrosoftFixit.wu.LB.26286659688605245.10.1.Run. It gave an error saying it can't proceed. "Troubleshooter encountered and unexpected error..." I had also tried Windows update troubleshooter, which did not work. It did not start. Error code: 0x8E5E0247.

I haven't bothered with those things again because i figured they wouldn't work. I have attached the CBS log.Attachment 265183 Can anyone offer any suggestions? Do I need to try the above again?

Please post an MGADiag report - it may show what the problem is....

Ignore errors produced when clicking on the Copy button - they simply mean that the tool could not create the backup files for some reason. The data is still copied to the clipboard for pasting to your response.
