Most of the time ServiceDll key is wrong. (parameter missing). But you imported, so refreshed the values.

From elevated command prompt Elevated Command Prompt
    Code:
    sfc/scannow
    Integrity violations?

Check eventviewer... any relevant errors there?

    Windows Repair (All In One)
Use it to repair "windows updates" . Boot afterwards and check the 2 services BITS and windows updates.

what a great program! so far everything is running. thanks for the tip. I will keep this program for the future...I cant pinpoint what ultimately was the problem, unless theres a log somewhere, but the program seemed to have a proper clone registry that it compared mine to, and when it found something out of place, it fixed it. (maybe Microsoft should glorify sfc to be more like this)
    thanks again

Found this thread using google to diagnose an issue. The solutions in this thread did not help me, but this other page I found did:

Windows update failing: 0xC8000222 - Microsoft Community

Specifically the cmd commands run, followed by running the System Readiness Tool recommended above in this thread (https://www.microsoft.com/en-us/down....aspx?id=20858)

    Thanks for the help everyone!

PLEASE BE AWARE - using certain of the repair functionality in the Tweaking.com tool lowers the security threshholds in windows beyond acceptable limits.
Be VERY careful how you use this tool - preferably only under experienced instruction!
