Using Avast free. The Restore disk installed Norton but I uninstalled it before installing avast.
You need to run the Norton Removal tool, regardless...

Close all other programs, then run the tool. When it's complete, reboot the machine whether it asks for it or not.
After the reboot, open an Elevated Command Prompt, and run the following command
NETSH WINSOCK RESET
You'll be advised to reboot - do so.
then post another MGADiag report.
OK, it's done. I tried out of curiosity to start windows update but I got the same error message "service not started". Here is the report:

OK - let's try a few things that have worked for other people....
Open an Elevated Command Prompt, and run the following commands....
NET STOP WUAUSERV
REN C:\Windows\catroot2\edb.log edblog.old
NET START WUAUSERV
Wait 10 minutes - then reboot and wait another 10 minutes
Attempt to install the WAT Update again
If you still get the same error message,
Please run the following commands in an Elevated Command Prompt
NET STOP CRYPTSVC
REN C:\WINDOWS\SYSTEM32\CATROOT2 CATROOT2OLD
NET START CRYPTSVC
once complete, leave the system alone for at least an hour to rebuild the database, then reboot, install again.
that this may delete your Update History - but all updates will remain installed, and can be viewed in the Installed Updates listing.
If that fails,
Open an Elevated Command Prompt
Run the following commands
NET STOP WUAUSERV
REN C:\WINDOWS\SoftwareDistribution SDOLD
NET START WUAUSERV
wait 15 minutes, and reboot
then wait 10 minutes, and open Windows Updates, and run a Check for Updates.
Attempt to install only the KB971033 WAT Update
what happens?
