Try doing it while in Safe Mode (dunno whether it'll work, but it's worth a try!)

I think we need to change permissions on the relevant keys.

    Open Regedit
    Navigate to the

    HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\ShellServiceObjects

    key

Right-click on it to highlight it and select Permissions

    Click on the Advanced button

In the Permissions tab, there should be four entries
Users, Administrators, SYSTEM, and CREATOR OWNER
All should be inheriting their permissions from 'MACHINE\SOFTWARE'
    The permissions should be
Users - Read - This key and subkeys
Administrators - Full Control - This key and subkeys
SYSTEM - Full Control - This key and subkeys
CREATOR OWNER - Special (full control on subkeys only)

Once they are set properly, try the merge again after exiting Regedit

    I've uploaded a file - ACFix.zip - to my SkyDrive at https://skydrive.live.com/#cid=93673...8FCEB92F%21972
Please download and save it to your desktop.
Right-click on the saved file and select Extract all...
Save it to the default location
This should create a file ACFix.reg

right-click on the file, and select Merge
Accept the warnings, - you should then get a 'Success' message.
    Close all windows, and reboot.

Run another Farbar scan and post the results.
then test the Action Center works as expected
    @NoelDP
Kindly re-share the fix file in solution so we too can benefit from the solution to the same problem.
    Regards
