Please first tryrecreating Licensing Store.
Recreate the Licensing Store
Go to Start >All Programs > Accessories
Right-Click onCommand Prompt and select Run as Administrator - accept the UAC prompt
Run the followingcommands in the Command Prompt window, using the Enter key at the end of each
net stop sppsvc
(wait until theservice has stopped before entering the following lines)
CD%windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform
REN tokens.dat tokens.bar
net start sppsvc
slui.exe
After a couple ofseconds the Windows Activation dialog will appear.
You may be askedto re-activate and/or re-enter your product key, or Activation may occurautomatically.
If you are askedfor your Key, use the one on the COA sticker on the machine's case
Reboot and Postback with a new MGADiag report.

The error should be gone now - you can reset the background to your preference using the Personalize option on right-clicking a clear are of the desktop.
I was able to reset the background but the error is still there.
Would a multi-faced cubelike interface like CubeDesktop cause this error to pop up after it is uninstalled, I had a trial program that I had installed a long time ago, then removed after the trial was over. I have also optimized my computer, which I probably do not need, with the use of AVG PC Tune-Up. Throwing out possible ideas, hope it helps.
