How do I turn off update function that causes "Do Not Turn Off"

I have my updates set to "Download updates but let me choose whether to install them"

Yet every now and then, with no action on my part, when I go to turn off my computer or to restart it I get the "Do Not Turn Off" message and windows starts installing updates. This is Ok if the updates are short but very frustrating if it takes a while and I need the computer to restart fast or shut down fast.

Is there any setting that will prevent this from happening?

This is what I use and it works most of the time.
*** Check for updates but let me choose whether to download and install.***

    Welcome to the forum,

If you don't mind a couple extras on the desktop context menu,

adding these shutdown and restart will bypass the waiting updates

and let you keep your settings you have now.

Shut Down - Add to Desktop Context Menu

Restart - Add to Desktop Context Menu

Go to Control Panel and type in UPDATES
    in upper right box.
