Loading IE10 via WSUS gives me a 9c59 error

I read another thread that you guys help someone out with where he was having the same issue I am having:

    Cannot install IE10 Update!

You guys suggested for anyone else to start a new thread so here I am. I have tried numerous time to install IE10 through WSUS and Manually and I get the same error(See Screenshot below WUIEError.jpg) I also get an Event ID 20 in the System Event Log as follows:

I have researched this for the last 2 days and have found nothing on the net to help me out. Everything that has been suggested has not worked. I saw where you guys helped the person in the thread above, but the fix you stated was specific to that person. So I turn to you for advise as to how to fix my issue. I am attaching all of my logs and screenshots as you have instructed in your posting instructions.

Please help me resolve this issue as I have 140 more machines to deploy this update to and can't afford to not have a resolution if this happens to another.

    Thanks.

SFC apparently managed to fix one error - and CheckSUR found no problems.
The installation appears to have been halted by the following error...
    2013-12-10 09:22:26, Error CBS Failed to pre- stage package: Microsoft-Windows-InternetExplorer-Package-TopLevel~31bf3856ad364e35~amd64~~10.2.9200.16521 [HRESULT = 0x80070002 - ERROR_FILE_NOT_FOUND]

I would suggest attempting to bypass the error by installing IE11, rather than IE10 :) (it sometimes works!)

If that doesn't work, then try downloading the IE10 full-install package from here...

Download Internet Explorer 10 - Microsoft Windows

    and see if that works.

Thanks for the response. I will try loading IE11, but our company standard now is IE10. I downloaded the full install package yesterday and tried to run it but it errored with the attached screenshot. Any other help would be appreciated.

Ran IE11 full install and got the same error as IE10 full install. See attached.

In that case, unless you're ready for a long haul of troubleshooting, I suspect the quickest solution will be a repair install of Windows, followed by installing IE9 then IE10 (after all other updates are in)

I'm willing to do the troubleshooting if you have the time to work on it.

I'm game if you are :)

First, please upload the C:\Windows\Windowsupdate.log file to your reply, and I'll take a look at that.
    Also, the following files...

    C:\Windows\logs\DISM\dism.log
    C:\Windows\Servicing\Sessions.xml

may be useful (if I can work out WTH I'm looking at!)

Thanks for the help. Here are the files you requested. I had to zip the sessions.xml because the forum wouldn't accept an xml and the file was over 3 mb in size so no other file extension would do.

At least some problems are evident in the windowsupdate.log file - you appear to have a proxy installed, and this is blocking access to some updates (possibly the ones called during the IE10 install?).

    The proxy is showing as...
    Code:
    2013-12-11 17:31:24:871 1040 b74 Misc Validating signature for C:\Windows\SoftwareDistribution\SelfUpdate\wuident.cab:

    2013-12-11 17:31:27:357 1040 b74 Misc WARNING: WinHttp: SendRequestToServerForFileInformation failed with 0x8024402c
    2013-12-11 17:31:27:357 1040 b74 Misc WARNING: WinHttp: ShouldFileBeDownloaded failed with 0x8024402c
    2013-12-11 17:31:29:632 1040 b74 Misc WARNING: Send failed with hr = 80072ee7.
The 0x8024402c error is a simple 'not resolved' one - meaning that the proxy may not actually exist, or that it didn't have appropriate ports or resources.

Please open an Elevated Command Prompt, and run the following command - post the results...

    IPCONFIG /ALL

Here are some instructions to make life easier :)
    1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
    2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
    3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

    Noel,

The proxy you are refering to is a WSUS server. I don't know that I am comfortable posting my IP information into a forum like this. What else can we do?

    Thanks.
