How does it "not work"?

Hello Phenix,

That KB file is the Windows Help program (WinHlp32.exe) for Windows 7.

Thanks Guys for replying. I will try to supply any info you need to solve this.
Running Windows 7 Pro 64-bit. Have downloaded Windows6.1-kb917607-x64.
When I try to run it, a window pops up telling me it is already installed.
So then I go to "Help and Support" and click on it and I get the window with
the _lbasuer message. Now I am dead in my tracks....
