Windows 7 64 bit unable to update . . .HAS THIS EVER BEEN SOLVED?

On the Sony computer I have (windows 7, 64 bit SP1) There is only 1 update. As I try to install .netFramework on it I noticed that the windows update service is inaccessible, so I cannot download any kind of updates at all. On my Dell (windows 7, 64 SP1) there are hundreds of updates, probably close to all updates from when it was new in 2009. I can still download updates on it.

Does anybody have any ideas on how I can install .netframework 5 or higher without having to download it? I just downloaded 4.6 on my dell with no problems. When .netframework is installed it downloads at the same time. The initial download is only a couple MB just to start the download/install process.

Fixing windows update works well with: Tweaking.com - Windows Repair Free/Pro
The updates are still available the usual way, but also as cumulative updates, and furthermore from the update catalog: Microsoft Update Catalog

DotNet install files on/offline should be downloadable on the MS website: Download .NET (Linux, macOS, and Windows)
Just recently installed v4.8 without problems.
You can check how complete your DotNet installs are with: ASoft .NET Version Detector product details
