Refurbishers (real ones) get a marked discount over even OEM System Builder, I believe - but there are strict rules over how such licenses can be used. They are currently using Windows 7 for refurbs, since XP was withdrawn from the chain over a year ago (I think the change happened when Win8 was released but I'm not sure)
I was reading an article about a month ago that said Microsoft is no longer selling Windows 7 and the only place to get a licence is from resellers or places similar to Ebay
MS is still supplying OEM System Builder licenses and packs to OEMs - but they haven't sold any Retail licenses since the launch of Windows 8.
This is their normal practice.
