While you are actually downloading and intstallin the updates the computer will slow down. The exception would be if you have excess resources, such as memory.

Windows 7 has minimum requirements to work properly. For example 2 GB of RAM for Windows 7, 64 bit to work properly. If you have the minimum of 2 GB you will slow down since resources are being used.

If you are downloading updates and playing a resource hungry game, for example, yes you will slow down.

I did not understand your original question, I am sorry. Some updates, may use some resources such as RAM and there may be a slight slow down. It would be negligible and should not even be noticed.
