The easiest way to del with this type of problem in MSE is simply to uninstall it and then reinstall from a fresh download - if that fails, then you probably have severe problems and/or a virus infection.
Do as Noel has said mate and if the problem continues I would be inclined to run these

Have no idea what the problem was, and I have had this before. the only solution was (and is) to go back to an image i had saved of one day before the last successful MSE update which was june 21st. It's a strange permissions thing, that I don't know how it gets set to work against me, the admin.
Ok well I am out as I can suggest no more the scans I posted do not take long and I am only suggesting them to eliminate causes from that area.
