As far as I can tell, I feel like I don't need to make any action. My Windows is activated and it violated one of those rules that regular consumer's don't really pay attention to, which includes me. (at least some people want a genuine COA, while others use crackers, or whatever they are called) I contacted MS and it is indeed an OEM key and not a Volume License Key.

What should I do, or should I just go with it, because MS hasn't taken down these listings:

Without knowing where thosewere advertised, I can't comment on their likely provenance - but they SHOULD be Full Retail licenses, and NOT OEM ones.
You've been conned, and need to reclaim your money so you can purchase a legal Key.

I see no reason for concern.

They could be from a refurbisher, or from someone exercising their right to unbundle the software.

    1) Refurbisher licenses are OEM System Builder
    2) No-one has 'unbundling' rights - except in Germany.

    EU.

In this case it is advertised as refurbished, and he got an oem key as expected.

The listing I got it from looked like that, but I am from the US, and it was from the US.

In that case, the seller may be part of the refurbisher program. Did he advertise as such?

If so, you bought in good faith, so I fail to see why there is problem.

Nope, my seller had 30 copies sold only. He wasn't as big as the listings I showed. It seems to be a new type of COA because it only has a serial key on it (Windows 8 style in the background) and the product key is on an EULA page. That is the page given to me. He just gave me the serial key sticker and a product key. (No COA, unless the serial key counts as one.)

There you go. The seller is representing himself as a Microsoft registered refurbisher. You even asked MS about the key. That is much more than most people would do.

As far as I know, 8x doesn't come with a COA on oem pre installs. That seems consistent with system builder license being resold. I don't know the details of the refurbisher program or how it operates in the US, and you can't be expected to know them either.

    What is the problem?

It wasn't preinstalled, but I guess it can be brushed off. I guess the way they are selling it isn't 100% legal, but it activates and MS still gets money. I guess it could just be from a refurbisher getting Win8 COAs and stuff and getting rid of Win7 licenses. One last thing: The Serial sticker I got doesn't look like anything I have seen normally. Is this what MS does for Win8 and newer COAs and stickers?
