Windows update service will not restart

After replacing my hard drive, the Windows update service will not run.
    I have done this:
    CONTROL PANEL
    ADMINISTRATIVE TOOLS
    SERVICES
in there I go to the service called
    WINDOWS UPDATE
    It's current status TYPE is:
    AUTOMATIC (DELAYED START)
    and it's STATUS is:
    STARTED

i've rebooted and still it won't check for updates

    other similar problems

In Windows Explorer, SEARCH isn't working at all. If I enter a filename I know exists, there is no response - not even "no results found" When I select TYPE: there is no list returned.

When I attempted to run TROUBLESHOOTING it would not run.

Could you expand on 'wont run'? Do you get any errors when attempting to start it; what about when checking for Windows updates?

How was the PC restored after HDD replacement? With Recovery Disks or a Windows 7 Disk?
What OS did you restore to, be specific: Windows 7 SP1 x64, Windows 7 no Service pack, x86 ect

What Processor is PC: AMD or Intel?

    Won't run means:
..for example, I enter a filename (one that I know is in the folder), I hit enter...nothing happens. I get no error message; there is nothing saying "no files found"; there is no green background moving across the path panel as happens when there is no index. Nothing

When checking for windows updates, I get an error shield and when I click CHECK FOR UPDATES I'm told "the service is not running"

Don't know the process - was done by someone else

OS is Windows 7 Home Premium SP1

    CPS is Intel i7

The windows update service is STARTED! Why do you think it isn't?
Check manually for windows updates. What error message?

"Background Intelligent Transfer Service" has been started? Can you start it manually?

I think it hasn't started because when I attempt a Windows Update from the control panel I get a big red X and am told the service isn't running.
Also, SEARCH in EXPLORER is still dead as a doornail.
A stretch for me to believe these two things aren't related in some way.

Harddrive replacement was done via cloning. Nothing else touched.
    But, oops...I forgot...he also installed a USB 3 card

No installed applications seem to have been damaged. I've run Lightroom, Photoshop, Outlook 2003, Firefox and a few more.
The problems seem entirely at the Windows utility level.

re: screenshot of error.... now, when I attempt to run Windows Update, instead of the error I'm getting a spinning wheel - Windows is churning and not completing. I've only given it a minute before killing the process, but it usually is instantaneous.
