After KB3004394, no IE, no MS updates

I installed the updates from 12/9 including KB3004394 and immediately lost Internet Explorer along with any subsequent MS updates. To make matters worse, some of my administrator ability has apparently been lost and I can view installed updates but not remove any of them. A system restore to an earlier date has not helped. The MS fixit is dead as well. Is there anything else I can try other than bringing it to a shop for repair?

    Try this...
    DISCONNECT FROM THE INTERNET
    Then...

    What AV are you using?
Please disable real-time scanning/protection and reboot

If the notification has disappeared, re-enable real-time scanning and reboot again

If the notification is still present, first check whether the real-time scanning is still switched off If so, then re-enable it and post the result. If it's turned itself back on then tell me or try again using a different disable option.

    reconnect to the internet

    Post back with the results

The AV I am using is MSE. I have tried disabling/re-enabling the real time protection; it remains disabled until I re-enable it and remains enabled unless I disable. Trying what you suggested hasn't helped.

I have had no internet connection since this problem developed, although the wireless network connection status shows that it is connected. I also tried plugging in the cable but have the same result.

OK - let's go back to basics then...

Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

I am afraid I cannot get connected to the SURT page in order to download the tool.

The anti-virus is Microsoft Security Essentials; it has no security software other than Microsoft.
