Family Pack activation error 0xc004c00b when replacing crashed compute

My computer crashed. I had to change the motherboard and hard drive. I saved the CPU. I used a recovery disk to get Win 7/64 loaded but cannot activate. Do I need to clean the drive, reload xp and then upgrade to Win 7 or is there a simple way to get it done. My other two computers that use this code are running fine so far. Validation data below.

    Code:

I tried the phone activation and got to the point where it asked me how many computers I had activated on the license and I replied 2. The computer said I had exceed the limit and had to purchase another copy. Not very helpful.

The problem here is that you've done a clean install using an upgrade license.
