Surprisingly, the CheckSUR log is clean.

I've just discovered what may be the cause of this problem!
The Windowsupdate.log file shows the following...
2015-02-24 07:15:52:148 3492 b64 Misc = Process: C:\Program Files (x86)\IObit\Advanced SystemCare 8\AutoCare.exe
You need to UNINSTALL - with prejudice! - Advanced SystemCare, and any and all other IObit software. It's more likely to cause problems than to cure them.

Once you've done that we may have a chance of getting the system back to some form of normality.

Ok will do, I believe the only IObit app I have installed is the ASC but will check further. What is your opinion on Glary Utilities as a disk cleaner and CCleaner for the same purpose. I run both on occasion but not the registry cleaner subsets of these apps.

CCleaner is fine - I know very little about Glary, but I do know that some of the other helpers here dislike it as being misleading and frequently out-of-date.

Windows 10 Pro. 64/ version 1709 Windows 7 Pro/64

After using A.S.C. by IObit it will still be a challenge for Noel to fix this PC.
Reason being is once you remove IObit the changes that it made are still there. Most end up doing a Repair Install or a Clean Install to get their computer to work like it should.

Ccleaner is the only such program I use and keep it set to default.
