    Another IE11 Update failure - Error Code 9C48


    I have a new laptop running Win7 Pro SP1 64-bit as its operating system. It came with IE8. I've been applying the dozens of Windows updates that keep showing up, and they all seemed to apply successfuly until I reached the IE11 update/upgrade. That's when things got weird.

    -It kept saying that it had failed, with an error code of 9C48.
    -If I restarted, it tried to reinstall the update (which failed) and then when I would re-run Windows Update it would show the IE11 update as an important pending update to be applied.
    -However, when I would launch IE and check the "About IE" info, it showed that I was running IE11 not IE8. It was as if it was sort of installed but not fully.

    Through internet searching, I stumbled on a couple of your threads. I hadn't read the warning about "don't try acting on advice given to another user" yet so I tried some of the suggestions as follows:
    - I installed and ran the System Update Readiness Tool. The CheckSUR and CheckSURpersist logs both show "no errors detected."
    -I ran System File Checker (sfc /scannow) and the result was that "Windows Resource Protection did not find any integrity violations." (If I had known about "verify only" I would have run that, but this was my first exposure to this tool.)
    -I doublechecked a list of IE11 update prerequisites, and it looked to me as though all the required updates were installed.

    Here's where I got brave (or foolhardy?):
    -When I scanned some of my logs, I found some comments about "newer version already installed."
    -I followed the instructions for manually uninstalling IE11 that I found on the MSDN blog site, through a link I found in your 25 Oct 2014 thread on this error.
    -I also made sure to change my Windows Update settings so no updates would try to auto install.
    -I overlooked and therefore did NOT do the additional step recommended in your October thread, the one that reads as follows:

    "Start an Elevated Command Prompt:
    Type in, pressing enter after each line:

    cd "%userprofile%\Desktop"
    IE11Update.exe /update-no

    Allow the installation to complete. Restart your computer when done."


    Current status:
    -My version of IE is back to being IE8 and it appears to be working normally.
    -Windows Update is offering me downloads for IE9 and IE10 (as "important"), and IE11 (as "optional). I have not applied any of these updates.
    -I have applied all other Windows updates offered to date, but I check first to see what they are.

    I need to know what I should do next - the appropriate steps and their sequence.
    -do I need to do the last step from the October thread (described above)?
    -do I have to install IE9 and then IE10 before installing IE11?
    -what else do I need to do?

    I want to get Windows and IE settled down so I can proceed with installing other programs as I migrate from my old laptop. The machine came with the OS preinstalled and so far all I've added are Norton and Firefox.

    Log Files


    Here are some of my log files - CheckSUR, CheckSURpersist, IE11_main and windowsupdate.


    I assume you may want to see my CBS logs, but I will need some help getting you what you want. I wound up with 1 CBS log and 5 CBSpersist logs, and when I zipped the folder it was 171MB in size which is way too big to upload here. I can try zipping the individual files to see if any of them would be small enough to upload.

    FYI, I'm not an IT person and I have minimal experience knowing what I'm seeing when I try to read a log file. So please keep things simple where you can.

    CheckSUR is clear.

    We really need the CBS.log file (copy it to the desktop first, then compress the copy for upload) and the most recent CBSPersist file as well - there are some complex errors showing in your windowsupdate log.

    Sorry, I didn't see this right away. Thank you for responding so fast.

    I had copied the CBS folder to my desktop yesterday and tried to zip it and it was too big to upload even when zipped. The CBS log file alone showed as over 500 MB (unzipped) and 28MB (zipped).

    Today at least the CBS log file is small enough to upload so I have attached it here.

    The most recent CBSpersist cab file (dated 2/27/2015, 4:09pm) shows as about the same size whether zipped or unzipped - 25MB - which is still too large to upload. Is there some tool I can run to create a current CBSpersist file that might be smaller? Or could I extract from the cab and perhaps wind up with something I could zip and download? (I have never worked with CBS files before so I'd need some direction.)

    If I cannot upload it here, could I perhaps send it to an email address, or upload it to an FTP server or something?

    Again, thanks - you have no idea how valuable it is to have access to experts like you and the others in this forum.

    The SFC data has rolled off into one of the more recent CBSPersist files - please try and post the two latest ones. You could upload the large ones to a fileshare service such as DropBox or OneDrive, and post a link, but we do need that data


    The posted CBS.log only contains three errors - all of a type similar to this...

    This surprises me, as the CheckSUR log showed as clean, and is I think designed to pick up this error-type.

    Hopefully, the other logs will either confirm or refute my thoughts.

    Okay - I finally got a Drop Box account established and I uploaded all the log files from the day I had the problem. I have pasted the link below. This is the first time I've done this so keep your fingers crossed that I did it right .

    BTW, this zip file is 171MB (the original was 650MB) so I suggest you read UPDATE 2 (below) before you download it

    UPDATE: I realized that you may need the additional CBSpersist file that was created after the ones in the zip above, so I zipped it and uploaded it. The link is in the next post. BTW, this zip file is 25 MB. It contains only the most recent CBSpersist file (the one dated 2/27/2015 4:09pm)


    UPDATE 2: In case you don't want to deal with my large ZIP files, I have a tiny zip file attached here. It contains screen shots showing the files in my CBS folder for the 27th, 28th and the 1st. If you want to pick and choose a couple of files you want to see, let me know and I will zip only those, redo the upload, and post the new link(s).

    Okay - I have uploaded the additional CBSpersist cab from 2/27 (the other 5 were from 2/26) and have pasted the link below:

    -Between these two uploads, you will have both the 2/27 and 2/28 CBS files, plus all 6 CBSpersist files, plus the CheckSUR logs.
    -I already posted the windowsupdate log and IE11_main log from 2/27.
    -In case it will be of use, I also attached the March 1 windowsupdate log below.

    One additional note:

    If necessary, I suppose I could try a repair install or even wipe the drive and do a clean install from scratch. I have deliberately NOT yet installed most of my programs, created any user accounts other than my Admin account, or saved any data other than the files associated with this issue. All I've installed (other than Windows updates) are Norton, Firefox, Dropbox, and Adobe Reader.

    The good news is that, if we have to go this route, I actually have done a complete Win7 Pro install on a clean drive once before - I put a new hard drive in my older laptop a while back, loaded everything from scratch back, and it still works!

    I've never seen these before - but I suspect that they are the result of registry corruption.
    I'll do some research and ask around and see if I can find a cure - or at least some idea of what's happenings.!
